You will receive this error when trying to add a Battle.net friend and your account has friends and social settings disabled. You can manage your social settings from your Battle.net Account Privacy & Communication Settings.
This error may also occur, If you are under age and your account is restricted by parental controls. Your parent or guardian will need to edit these settings first through the Parental Portal before they can enable additional settings through the Battle.net Account Privacy & Communication Settings.
